To develop a new project, programme or strategic plan from concept stage through to delivery requires a number of inter-linked tasks to be completed. Some clients seek a range of specialist, independent professional support to help them through this process.

The tasks can include: market research to identify and evidence needs, demands and gaps in service provision; testing viability or feasibility of proposals;  engaging with stakeholders and potential partners; gaining consensus on preferred options and solutions; business planning; identification of and application for various funding packages; devising a monitoring and evaluation plan; agreeing upon governance and delivery arrangements; and, development of a clear implementation plan.

A clear and robust evidence base helps demonstrate the need for a project, programme, or new service, ensures it complements existing services and activities and serves two wider objectives:

  • It provides confidence to a client that they can implement their proposals based upon clear research demonstrating support and demand for services or activities. In short, it helps ensure proposals are built on firm foundations. 

  • It is essential for clients to have a robust business plan if they are seeking “external” funding to help them deliver their proposals. A good business plan should illustrate what a client is trying to achieve, how and why, with achievable output targets, a clear implementation plan and details of the personnel involved. A realistic and sustainable business case will be at the heart of supporting documentation that funders will require, to enable them to assess whether they should invest.
